This change applies to both new annual CarePass memberships that are established on or after December 15, 2020, and current annual CarePass memberships that are renewed on or after December 15, 2020.

You must cancel your membership at least three days in advance of membership renewal date to avoid recurring charges.* No refunds will be provided after any cancelation following payment processing.

No word on any (if any) changes to the program specifics beyond the cost. It will also be NON REFUNDABLE as noted in OP. in the past you could cancel and get prorated cost back.
