It’s been a while since i signed up, but from what I remember, when you go to the ShopRunner site, you need to provide them w/ your AMEX CC # (to authenticate that you’re an AMEX cardholder).

Given that, it wouldn’t surprise me if a pre-paid AMEX GC (or even an AMEX Rebate GC) could be used to successfully enroll for a free ShopRunner account. YMMV on whether that works though.
