TopCashBack sets minimum cash out thresholds for gift cards.

I always seem to be the bearer of bad news…
For now, the following stores do not have minimum cash out amounts at TopCashBack: Amazon, Dick’s Sporting Goods, and American Eagle Outfitters
American Express Virtual Reward Cards, Paypal and ACH also do not have minimums.
All other stores now have varying minimums of $1 to $25 when cashing out. A lot of the stores are at a $5 minimum. Target is a $1 minimum.
