Microsoft Office Picture Manager. It was deprecated in 2010 but is still available in various ways. Getting a free copy of Sharepoint Designer 2010 is probably the easiest way and X out everything except Picture Manager to just install it.
Not as versatile as Irfanview or Gimp, but for my limited needs, it’s fast and easy and I prefer the interface. YMMV.
