I’m pretty sure the free Doritos Locos Taco is for all states. The Taco Tuesday trademark is now free in all states except New Jersey.
On 9/12 there will be a DoorDash deal for participating Mexican restaurants too, to celebrate the freedom of the Taco Tuesday trademark.

On 9/12, we’re teaming up with DoorDash to cover a portion of taco fans’ orders from any participating Mexican restaurants—delivering Taco Tuesday right to your door.
