I think you are confusing the number of reviews for the product (which is up to 27 now) with the seller’s reputation. The seller is paypal_digital_gifts AKA “the” PayPal, which has a 99.8% Positive feedback rating from 448,147 reviewers. Almost 900 of these Applebee’s GCs have been sold so far, but they’ve sold thousands of others during past Applebee’s GC deals. If a buyer has any (reasonable) problems with the GC, they can simply file a dispute with PayPal and get their money back.
