Yes, most definitely pay directly, the charge must hit Amex from Ebay itself, not from Paypal. You can also start at a cashback site for additional cashback on top of the CC shopping bonus.

Wait for TCB bonus. Activate bonus.
Click to eBay from TCB. Add $15 widget to cart.
Pay directly with Amex Blue. Do not use PayPal.

Ebay wasn’t allowing me to add an AMEX card on my acct. so I added it to paypal, and after an order over $15 ,which I split with $15 on Amex and the balance on my Discover to get my 5% from paypal discover, AMEX emailed me:
“Great news! You recently used your Amex Offer at EBAY”
