I am on the phone with Staples Rewards now, Will update when I get a definitive answer.
The rep did not know why it is saying you have to spend $100 in the disclaimer, and she said they have not received any update regarding a change in terms on rewards. She said if I try to use them either in store or online and it doesn’t work due to some minimum purchase requirement to call Rewards back and they will make sure the order goes through with no minimum purchase required. I asked her if perhaps the minimum spend requirement only applies to online orders and she said it doesn’t reply to any order. She said Rewards are as good as cash.
To the best of my knowledge, this isn’t the case. If they did, guessI could live with it if they made the rewards valid for 6 months and you could accumulate them to have $100+ to spend, but at 45 days expiration, not happening and like you @MrVietnam , I’d not mess with it.

Rewards may be redeemed at any Staples store, online at staples.com® with a minimum purchase of $100 or more (prior to the application of rewards), or by phone at 800-333-3330 by the expiration date printed on your reward. Recycling Rewards are not redeemable online for Base and Premier Members
Office Depot is the main office store I shop at these days. I stopped shopping at Staples long ago except once in a while where there’s a really good 100% back rewards offer. I don’t even recycle with them anymore.
