Did j4u Rewards change?

J4u Rewards appear to be reclassified from a discount to a form of payment.
I have a $40/$75 j4u. Built a $75 cart. The system reminds me that I can redeem 1200 points for a $20/$20.In the past when I added a $20/$20 the system required a minimum spend of $20 in addition to the $75 needed for the $40/$75.
This time it seems to be applying the $20/$20 to the $75, not increasing my minimum spend to $95. The Reward is a separate line item. Is this new? I don’t often have Rewards.
I thought that the least I would pay is $35 because of the $40/$75.
I’m also using the $3 SB on a $3 Frapuccino. (Saving my FP $5/$5 for later in the month.)
I wonder if the change means that you can now use Rewards to buy things you can’t buy with a coupon like alcohol, liquid dairy, postage stamps, etc.

I’m a frequent in store Safeway shopper. The reward dollars always comes off at the end. I don’t think reward dollars would apply to excluded items though. One time my total was just above $20, but the $20 reward didn’t apply because liquid dairy brought me over $20. (By excluding the liquid dairy, my purchase was less than $20.)
Perhaps online orders work differently.

you’re right on that @my4mainecoons at Acme it would require you to add additional to cover the amount of $/$$ total order coupons. But not product manu digitals.

The only problem is that if you drop the cart down below $30 then you have to pay the minimum order fee. So instead of a minimum of $35 for $78 in groceries the least I can pay is $30 for $98 worth of groceries including a Frapuccino.
A different account received a $10/$10 for online orders. Have to spend $30 to avoid the minimum order fee. Considered not using it but found something on sale that I can actually use. After the sale and spending Bonus ended up ~50% off.
