Received what appeared to be a targeted email for a $25/$75 cpn @ Staples.com, but upon looking at the CPN code, it’s a 5 digit code (so should be usable by all, YMMV).

That’s the same coupon number that they sent me, so it’s not a one time use coupon. Not sure if it’s targeted or not.

By virtue of being a 5 digit code, that implies re-usability (across Staples.com accounts); however, it may be one-time use per Staples.com account.
Not sure if it’s targeted or not.
That’s the big unknown. Is it only valid for Staples.com accounts whose reward # received the “targeted” email?

No, unless something has changed. Should be able to use it on any acct. They’ve been sending out 5 digit $25/$75 and $5/$25 BTS weekly for the past few weeks. Also got a $10/$50 BTS last week.
