I doubt they’d call it a “Visa” card if only good at Penneys’. easier to just issue a gift card rebate if that were the case. It should be valid where ever Visa is accepted, but I’m not swearing to that.

Scroll down the form. At the bottom it says its issued by Meta Bank and they call it a Visa card not a Penney’s card.
