I am not sure about tethering but it does let you hotspot. Yes, you can get a new number.

I have two invite codes left on my account that I can provide to anyone interested. You would download the app and put the code in. The services is T-Mobile based. I would say it’s important to note that part of the sign-up process is taking a picture of the front and back of your driver’s license/id and taking a selfie. A credit card is NOT required. They also require you have location sharing on at all times. They are giving the service for free but it’s really not free because you are giving them a lot of data on an ongoing basis that I’m assuming they can sell.
