I’m pretty sure I used mine in the last 12 months, and it worked for me.

These offers never worked for me until earlier this summer when one finally worked.
Just tried the $30 off $60 and it did work so worth trying even if you have used AMEX points in the last 12 months.

I tried this on both of my Amazon accounts and got the “ineligible for this promotion” message twice. I went into my payment methods section in both accounts and deleted anything related to AmEx. Used the link above again and one of the two accounts became eligible. YMMV, of course.
