My experience is that they can’t staff their pharmacies and that’s where they make their money. A large store closed the pharmacy section. Prior to that we had unpredictable pharmacy hours statewide. Stores were open but no one know if the pharmacy would be open. Understandably people moved their prescriptions to other pharmacies. When so many Walgreens locations have no pharmacist but other companies (including RA) don’t have that problem it’s a corporate issue.

I haven’t looked recently but the Walgreens subreddit was filled with employees complaining about conditions including Pharmacists and Pharmacy techs.
