If I send someone money, PayPal charges 2.9%. I get 5% Discover Cashback, which is profit of 2.1%. Is that right?? Am I missing something?

Yes, this is PURCHASES that you make using your DISCOVER card as the payment form in your PAYPAL account.
For instance, you buy a $150 TV Set on Ebay, check out using Paypal and pay with Discover card linked in your paypal. You earn 5% on that purchase.
ETA, I don’t know if you’ll earn CB on the type of example you list. you’ll have to read the T&C at discover.
