Does anyone know if you get the full $3 off or just $2.49 (what if you have other items in your purchase to prevent a negative balance)>?

I wasn’t able to test this using my Kroger membership account because the coupon was not automatically applied even though it was clipped/on my card. Instead, I submitted the receipt through coupons.com (they have the same $3 coupon at Kroger online and in the app). It was approved for $2.49/cost, not $3, so I suspect the same is true for the coupon redeemed via your Kroger card.
