In fact, when it opened in 1983 in Clearwater, Florida, its founders were “quickly detained for impersonating restaurateurs,” according to its website. But the restaurant proved that it was serious about serving tasty American food and frosty brews, and its popularity exploded in the following decades.
So the chain originated in Clearwater, FL (and I believe there are dozens if not 100’s of locations in FL), yet the coupon’s not valid in FL.

a few years back, Hooters sold the name to a franchising outfit that has rights to franchise the chain in certain states/areas. Likely all the FL locations are still under the original Hooters chain banner, not the franchise banner. as are some other areas.
