Unfortunately, I have no idea. I never heard of them before today. I found the info above via Google search.
The is their contact page: https://www.safelink.com/wps/portal/home/h/contactus
I suspect models vary by state because you need to enter your zip code just to see the local income requirements for your location:

https://support.safelinkwireless.com/expresshelp/lifelineI doubt it will be a phone you’d actually want unless you only want it for emergency calls, but you can upgrade: Provided you qualify for SafeLink Wireless service, we will send you a phone or SIM card that will allow you to enjoy the service at NO COST. Now you can upgrade your current SafeLink phone to a phone of your choice, even a smartphone! Choose below to bring your own phone or to buy one of our available models and we’ll guide you through the quick and easy process.

Safelink is a Tracfone company. There are posts about both on Howard Forums and Turk Forums that are dedicated to discussing cell phones and the different companies that provide service. With Safelink one can purchase a Tracfone phone to use if their not happy with the phone sent to them.

Moved to Deal Discussion.
Government programs for low income families (whether state or federal) encompass many things and aren’t ‘hot deals’ in the true sense of the word.
It would be like putting applications for WIC or Food Stamps based on income in HD too.
If a private company is offering a deal (ie Comcast Cable) based on income, that’s another matter.
-
In CT, you’re on a state assisted program, you’ll qualify for one.

I edited my post to include links to places where Tracfone and Safelink are discussed more in depth.
