YMMV, but I have a Earn 20% back on your Staples purchase, with a $13.00 back maximum offer on my Chase credit card, so easy peasey $13 MM. Make sure you choose your credit card offer and not your checking debit card offer. My debit card offer is only Earn 5% back on your Staples purchase, with a $3.50 back maximum.
In my area I don’t have it (although I have seen it in the past), but I have read in some areas there is also a 3% cashback offer on DOSH.

Can these gift cards be ordered by mail with free shipping? My local staples is closing and the closest one is several miles out of the way.

Unfortunately not. As stated in the OP, this is an in store only offer.

Actually, they might ship free (or for a nominal amount), but they won’t have the Activation Fee waived, rendering the deal moot (unless you have MrV’s 20% Chase CB offer of up to $13).
There’s also an AMEX offer (YMMV) of $10 back on a $40+ purchase @ Staples.

I’m s Premier Rewards member and I did a mock online order and, yes, there was no shipping fee, but there was a $6.95 activation fee tacked on, too.
