Several states are raising taxes on gasoline to make up for lost sales tax and income tax revenue caused by COVID-19. The average hike seems to be about $0.09/gal, so this deal could more than offset that if you’re unfortunate enough to live in one of those states AND have Shell stations near you AND they have competitive prices.

I didn’t read it online, Jennifer Westhoven of HLN reported on it very briefly a day or two ago. I only paid attention to whether my state, GA, was listed (it was’'t… yet, though USA Today predicts numerous increases after the election).
A quick scan of google search results shows mentions of Alabama, California, Colorado, D.C., Nebraska, New Jersey, and Virginia, but there are probably more. Most people are probably not feeling it yet due to the lower price per gallon as a result of COVID-19 related job losses, increases in working from home, and social distancing in general (on the personal level, many are also driving/refueling less frequently ).
