I purchased something on Woot on 7/16 with Amazon Pay so I’m just past 2 weeks and I haven’t received anything. I’ll probably chat them up as they seem to giving a credit when you don’t get it.

Not great. They said, "I will submit a ticket to our Marketing and Promotion team and I will forward them the details so they can manually issue the $5 gift card on your account. "And that it was take 2 to 3 business days. Annoying.

I’m surprised they’re doing all of that for just 5 bucks.
If they decline it, I’d try again without mentioning the previous request (unless asked). You may have just gotten a rep who isn’t as helpful as others. The offer is alive so they shouldn’t be giving you any hassles. You might also offer to tell them (or email) the link as proof )or email some screen shots).

Yeah. I saw people on Slick Deals say they refunded them more than $5 immediately. Oh well, I’ll just message in a few days when I still don’t get the gift card.

Very possible but who knows The terms for this offer are unusually scant by Amazon’s standards.
As shown in the OP, they do say “limited to one per customer account” but not if that applies only to the current offer or this type of offer in general (including past instances).

Woot looks like the best bet for low cost deals. I couldn’t find anything under $3 there, but there are a bunch of under $5 items (i.e., free or slight money makers). There are many more under $10 items that are good deals, especially after the $5 credit.

Well I messaged again and this rep said they’d give me $10. Just checked and they gave me a $10.01 refund on a Cottonelle order. Weird, but whatever.
