Changes to Virtual Visa/MC's to pay cable/utilities/cell?

A couple of years ago, Visa Gift Cards (hard plastic) that you bought in supermarkets or office depot type stores used to be able to ‘roll’ to buy more Visa/MC gc’s at same locations. Then there was a system wide change at all register systems to no longer allow them to work on purchases of other gift cards (error message).
For the last few years, I’ve used many plastic and virtual rebate cards (smaller amounts from $2-25 usually) to throw them on my cable/internet bill towards my balance just to cash them in right away so I didn’t forget to use any, especially with one month windows of expiration.
I was getting error messages when using the Fandango issued card from J&J rebate as well as on a $5 Beer food NBPR rebate that were virtual cards the last few days to pay Comcast. thought maybe it was their system but after 3 days of trying and double checking everything they just wouldn’t go through. for the heck of it I used a $5 one that didn’t work at Comcast to get a $5 AMZ GC credit and there it went through w/o a hitch. This makes me think they’ve been coded not to work at places like Comcast? I find it kind of strange they’d do this, should be my call what I spend the $$ on (just not another Visa/MC) so wondering if anyone else has run into this recently?

When I tested this in August, Comcast changed the minimum payment to $9.

How did you determine the $9 amount? I did have a $15 P&G plastic rebate card that worked yesterday. Just the $5 ones gave me trouble.

They do have to pay a small fee for each transaction, I guess they decided that $9 was the minimum where they would eat the fee
