Limit is 2, however, it’s unclear if both items can be on the same receipt. Does anyone know if Ebay is an acceptable retailer, so I can double dip with the $3 on $10 or more purchase from Topcashback?

Doubtful on ebay, they are looking for a cash register/online receipt (go to the actual rebate link, they show an example)
Personally I wouldn’t chance it myself given most on Ebay are re-sellers and not first party merchants like amazon or rite aid.
