Questions about how TopCashback works.
They say they pay the “cashback” to Paypal.
So how do I get the cash from Paypal?
Do I have to use it to pay for some other purchase with Paypal?
Will Paypal mail a a check for balance on my account?
Do they charge for mailing a check?

TCB has other payment methods besides Paypal. There is an incentive to get your cash back in the form of a gift card. At the moment, you can get up to a 10% bonus for cashing out with a retailer gift card.

I would do some research on linking a bank account to PayPal due many complaints in the past of them transferring monies out of linked bank accounts without authorization (e.g., when you lose a dispute). I’d only link an online account that you never keep money in, and that is used only for transferring your balance out of PayPal to then immediately transfer to another bank account not linked to PayPal.
Another recent option might be their new Master Card debit card: “A debit card linked directly to your PayPal account balance, giving you simple access to your money with no hidden fees. The PayPal Cash Card is not a credit card, so no credit check is required. Plus, there are no monthly or annual fees, and no minimum balance requirement.” I’m thinking of signing up for this so I can use my cash back earnings to buy groceries or other things locally, so I can’t give any first-hand feedback on it yet. I keep forgetting to do it because I buy so much at online retailers that take PayPal that I never have a problem with not being able to use my PayPal balance. However, if you don’t plan on regularly using PayPal to cash out your cash back in the future, this option may not be worth the effort.

@onenote the money is transferred from Paypal to any linked bank account. @fivetalents I’ve been with paypal since 2002 and never had any such incident occur. I’d say that concern is possibly for ebay sellers but if you don’t sell on Ebay, I doubt there’s much to worry about.

Good info. I had heard of the problems with bank accounts linked to Ebay but since I don’t sell with them …
Overall, the debit card seems like the best option for me. I will give it a try.

I don’t think there is a minimum to cash out with TCB. My wife just cashed out last week for an Amazon GC (with a 5% bonus) at less than $10.
