I’ve heard it argued here and on other sites that the seller is paid the full amount and that eBay eats the 15%. Well not so according to the PayPal accounting for part of my order:

Since I have never sold an item during one of these promotions, I can’t verify the PayPal statement but “Payment to seller” was bolded in the email to me and it sure looks to me like the seller takes the hit.?
I highly doubt it. EBay is notorious with shoddy reports not showing up the discounts properly.
Over the past several months, I’ve noticed that eBay has been running multiple versions of its promos simultaneously, @fivetalents — I wouldn’t be surprised if there is currently one available for sellers, too…

When is it?
This Promotion will begin on the date specified in the message you received through email or eBay Message Center, at 00:00:01 PT (12:00AM plus one second), and will end on the date specified in the message you received through e-mail or eBay Message Center, at 23:59:59 PT (11:59PM plus 59 seconds), for listings on www.ebay.com (the “Promotion Listing Period”). Sellers who create listings during the Promotion Listing Period, complete a final sale of $20 or more, and receive payment in full for the item(s) from the buyer by 23:59:59 PT on the Sell-By Date specified in the message you received through email or eBay Message Center, will be eligible to earn a Coupon.
How do I receive the Coupon?
An item is defined as listed when it is posted for sale on eBay.com and the listing is maintained until
the item sells or
the end of the listing period is reached.
An item is defined as sold when it is paid for in full by a buyer. The Coupon will be awarded within two weeks after the Sell-by Date specified in the message you received through email or eBay Message Center. Once awarded, the Coupon will be available in the “Messages” tab within “My eBay” or sent via email.

I have this model and it works great for my yard, where I only have to worry about smallish maple and ash tree leaves (only two on the property). If you have larger leaves (think bigger than your palm) or lots of twigs I would skip this as a mulcher, because you will CONSTANTLY be clogging up the intake and having to fish out the blockages. The attached bag is also tiny, so while it does an excellent job of mulching you will be emptying it literally every 30 seconds or so if you’re attacking a pile of leaves. As I said, works for me, but will definitely not be a fit for every yard.
