Yes. It’s up to you if you want it, it basically makes it closer to the likes of Facebook where you get notified outside of the site about people responding to you.

I don’t know anything about Facebook. Does it only appear when you have PhW open or when online? Does one have to opt in? Hoping it’s not a default setting.

Yes, the popup people are complaining about here is the opt-in. It should go away after you’ve either opted in or out.
I don’t see an option to op-out other than blocking it once you allow it.
